Chaining Dogs Banned In Frederick County

Well, its about time.  Kudos to the Frederick County Commissioners who are in the process of adopting a law against chaining animals outside for long periods of time.

“Under their recommendation, it would become a civil violation to keep dogs on a chain or rope more than 10 hours cumulatively within a 24-hour period. The proposal also defines proper shelter, food and water for dogs.

According to the proposed ordinance, civil fines would be $50 for a first offense, $75 for a second offense and $100 for a third offense. Current state law does prevent animal cruelty, but does not define shelter and does not have enforceable anti-chaining guidelines.”

While I personally think their proposed 10 hours is too long and that the penalty fines are too weak - this illustrates a step in the right direction.  Frederick County is considering and acting on the rights of animals in an effort to prevent cases of animal cruelty.  More local governments should follow their lead.

    I have a new pup and it’s Bichon Frise. He is a small, sturdy, white powder puff of a dog whose coat puffs out all over, rather than hanging down. He is slightly larger than a Maltese, with ears set high on the head and drop down. Woochie, as what I’ve named him, loves to be the center of attention and is perky, playful and friendly to all.

    My pup is very affectionate, responsive, and are apt to cuddling. He’s a delightful and amusing companion although I must admit that our trips to doggy beauty parlor is quite expensive. But I still love my Bichon Frise Woochie, I don’t understand why some people are so cruel dogs!

    I knew a dog who was shot by a Rancher for chasing his cows. So sad to chain a country dog.
